Kenya Can Be Better.
Dr. Mercy Will Build It.

A platform built on 15+ years of frontline experience in healthcare, labor advocacy, and pharmaceutical policy. Not promises โ€” results.

Kenya is Possible.

Dr. Mercy Nabwire will lower the cost of healthcare, protect workers' rights, and make life easier for every Kenyan.

Quality Healthcare for All

Every Kenyan deserves world-class healthcare โ€” no matter where they live or how much they earn.

Kenya's healthcare system leaves millions behind. Dr. Mercy will fight to ensure that every Kenyan โ€” from Kisumu to Mandera โ€” can access quality healthcare without falling into poverty.

As the leader who co-founded Kenya's first pharmacist-led anticoagulation clinic, Dr. Mercy knows that systemic change requires both policy reform and grassroots action.

  • Increase health budget to 15% of national budget (Abuja Declaration)
  • Expand NHIF to cover 100% of Kenyans by 2028
  • Full staffing and equipment for all health facilities within 5 years

Kenya loses too many mothers during childbirth. Dr. Mercy directly developed obstetric emergency kits that have reduced maternal mortality at MTRH.

No child should die from a preventable disease, and no mother should die giving life.

  • Obstetric emergency kits in all Level 4+ facilities nationwide
  • Free antenatal care and skilled birth attendance for all
  • 95% child immunization coverage by 2027
  • Postpartum support services in every constituency

Kenya faces a silent mental health crisis. With only 1 psychiatrist per 500,000 people, the mental health treatment gap is enormous. Dr. Mercy will champion integration of mental health into primary care.

  • Integrate mental health into primary healthcare system
  • Scale community mental health workers from 2,000 to 20,000
  • Establish mental health facilities in every county
  • National anti-stigma campaign for mental health awareness

Healthcare Workers' Rights

A healthcare system is only as strong as the workers who run it. Kenya's health workers deserve better.

For too long, Kenya's healthcare workers have been promised fair wages only to see those promises broken. As KMPDU National Treasurer, Dr. Mercy has been at the forefront of CBA negotiations.

No healthcare worker should have to strike to receive the wages they were promised.

  • Full resolution of all salary arrears within 90 days
  • CBA implementation and timely review every 3 years
  • Hardship allowances for health workers in remote areas
  • Housing allowances for all public sector health workers

Kenya's health workers face overcrowded wards, insufficient PPE, and violence in health facilities. Dr. Mercy will establish mandatory safety standards and zero-tolerance policies for violence against health workers.

  • Mandatory safe staffing ratios in all health facilities
  • Zero-tolerance policy for violence against healthcare workers
  • Guaranteed PPE supply in all facilities
  • Occupational health programs for all public health workers

Thousands of qualified healthcare professionals are stuck in the same grade for decades, with no clear path to promotion. Dr. Mercy will reform the career progression system.

  • Transparent promotion criteria based on merit
  • Accelerated specialty training programs
  • Continuing medical education funded by government
  • Leadership training for young health professionals

Pharmaceutical Policy Reform

Kenya must manufacture its own medicines. Pharmaceutical sovereignty is national security.

Kenya currently imports over 80% of its medicines, leaving the country vulnerable to supply disruptions and price shocks. Dr. Mercy will champion investment in local drug manufacturing.

  • Establish Kenya as East Africa's pharmaceutical manufacturing hub
  • Tax holidays and incentives for local pharma manufacturers
  • Public-private partnerships for medicine production
  • Technology transfer deals with global pharmaceutical companies

The price of life-saving medicines is too high for ordinary Kenyans. Dr. Mercy will implement evidence-based pricing policies and negotiate bulk purchase agreements.

  • Reduce cost of essential medicines by 40% within 3 years
  • Strengthen KEMSA procurement and distribution
  • Community pharmacy access in every ward
  • Price controls on critical life-saving medicines

Labor Rights & Workers' Dignity

Every worker deserves dignity, fair pay, and the right to organize.

Workers' rights are human rights. Dr. Mercy has represented Kenya's healthcare workers in high-stakes negotiations with government and has trained with global labor institutions including the ILO.

  • Strengthen legal protections for collective bargaining
  • Protect workers from retaliatory actions during strikes
  • Review and modernize the Labor Relations Act
  • Establish an independent labor arbitration tribunal

No full-time worker in Kenya should live in poverty. Dr. Mercy will champion a comprehensive review of the minimum wage and reform the pension system.

  • Living wage policy linked to cost-of-living index
  • Pension reform to guarantee retirement security
  • Social protection for informal sector workers
  • Maternity and paternity leave expansion

Health Research & Innovation

Kenya needs homegrown solutions built on Kenyan research and innovation.

Kenya has some of the world's finest medical researchers, but they are chronically underfunded. Dr. Mercy, a published researcher, will champion a 5x increase in national health research funding.

  • 5x increase in national health research funding
  • Establish National Institute of Health Research
  • Partner with AMPATH, KEMRI, and global research networks
  • Open-access publication mandates for publicly funded research

Dr. Mercy is currently leading groundbreaking research on climate change and health systems. She will ensure Kenya's health system is prepared for climate-related health impacts.

  • National climate-health adaptation strategy
  • Research funding for climate-related disease burden
  • Health system resilience to extreme weather events
  • Regional climate-health data sharing with EAC partners

Health Education & Training

Investing in the next generation of Kenya's health professionals.

Kenya has a critical shortage of health workers โ€” just 1.2 per 1,000 people against the WHO's recommended 4.5. Dr. Mercy will work to dramatically increase the number of training positions.

  • Double medical training capacity by 2030
  • Establish community-based medical education programs
  • Rural service scholarships and incentive packages
  • Pharmacy assistant training in every county
